The man's friends who witnessed the gruesome attack quickly raised the alarm and police ordered swimmers to immediately leave the water.
Despite extensive searches of the area police were unable to recover the man's body.
A police spokesman said: "Witnesses saw the shark take him so it's suspected that he died from a fatal shark attack."
The attack follows a recent protest in Western Australia over government plans to introduce a cull of the vicious creatures in response to rising deaths in recent years.
Australia reports the second-highest number of shark attacks in the world after the US with eight people killed in the past three years.
However critics argue there is no evidence culling sharks over three metres long will reduce attack on humans.
